Written Answers. - Parking of Heavy Vehicles.

asked the Minister for the Environment the plans he has to ease the distress and inconvenience caused to people living in residential areas by the parking there of heavy vehicles.

asked the Minister for the Environment if he intends introducing legislation to control the parking of commercial vehicles in residential areas.

With the permission of the Ceann Comhairle, I propose to answer Questions Nos. 980 and 981 together.

The Road Traffic Acts enable the Garda Commissioner, after consultation with the local authority concerned, to make by-laws in respect of any specified area controlling and regulating the parking of vehicles on public roads. Such by-laws would require the consent of the Minister for the Environment, who is obliged to have regard to any statutory representations made to him.

It is not, therefore, appropriate for the Minister for the Environment to initiate plans for the purpose referred to.
