asked the Minister for the Environment the reason a house improvement grant was not paid to a person (details supplied) in County Waterford who applied in May 1981; if he is aware than no inspector called despite numerous reminders; if, in view of the fact that the applicant applied for the grant within the timescale laid down by his Department, he is legally entitled to be paid the grant; and if he will make a statement on the matter.

Payment of the grant cannot be made in this case as the relevant statutory requirements, as laid down in the Housing Regulations, 1980, as amended, have not been complied with. The applicant has not established that, on or before 21 January 1980, a contract had been entered into for the carrying out of the works or materials had been purchased nor did he notify the Department of the completion of the works and claim payment on or before 30 June 1981.

The application in this case was received in the Department on 16 November 1979, and the Department's inspector visited the house on 22 December 1979, having given prior notice to the applicant. However, he was not able to gain admittance on that occasion as the house was locked up. Due to the failure of the applicant to make satisfactory arrangements the inspector did not succeed in carrying out a full inspection until July 1980, at which time the works were only commencing.

asked the Minister for the Environment the reasons a person (details supplied) in County Kilkenny has not yet been paid a £1,000 new house grant; and when this grant will be paid.

The grant was paid on 25 March 1982.

asked the Minister for the Environment the reason a person (details supplied) in County Waterford has not yet received a new house grant; and when the grant will be issued.

The grant will be paid when an inspection establishes that the house has been satisfactorily completed and occupied and the other conditions applying to the grant have been complied with.
