Vol. 336 No. 5

Written Answers. - Partially Disabled Employees.

540.

asked the Minister for Labour the proportion of the work force in each Government Department, semi-State body and county council and corporation that are drawn from the partially-disabled labour force; and when the full 3 per cent complement will be reached if it has not already been reached.

249.

(Donegal South-West) asked the Minister for Labour if he will state in regard to the Government's commitment to the 3 per cent quota for the employment of the disabled in the public sector the number of disabled in the public sector; the number of disabled persons employed in (a) the civil service; (b) local authorities; (c) health boards; and (d) each semi-State body; and the number as a percentage of the work force in each case.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 540 and 249 together.

The latest information available on employment of disabled persons in the public sector is set out in the attached tables which I propose, with the permission of the Ceann Comhairle, to have circulated with the Official Report.

When it was first decided to introduce the 3 per cent quota, a period of five years was envisaged as necessary to achieve the target set. Implementation of the programme began in mid-1980. My Department's aim is to achieve the target in a shorter period than five years where possible.

NOTE: The quota system for public sector bodies provides for possible exclusions from the calculations of particular employments where disabled persons could not reasonably be expected to perform the work involved. Such exclusions have not yet been settled as concentration has been on increasing recruitment of disabled persons. Any exclusions will have to be decided before final quotas for individual agencies are determined.
