asked the Minister for Health whether the claim of a person (details supplied) in Dublin 3 that he should not have to pay the Irish health insurance contribution is accurate; and if he will have this case investigated as a matter of urgency.

Under the provisions of the Health Contributions Act, 1979, all individuals of 16 years of age and over with income assessable to tax in this country are liable to pay health contributions with the exception of holders of medical cards issued under section 45 of the Health Act, 1970, and recipients of certain social welfare pensions and allowances.

It would appear that a medical card was issued to the person referred to in the question under EEC regulations which entitle United Kingdom Social Security contributors to full eligibility for health services while living in this country, and not under section 45 of the Health Act, 1970. Consequently, the person concerned is liable for health contributions.
