Seanad Éireann has accepted the Sea Fisheries (Amendment) Bill, 1981, without recommendation.
A message has also been received stating that the Seanad have appointed a Select Committee to be joined with the Select Committee from the Dáil to form the Joint Committee on State-Sponsored Bodies. The full text of the message will be printed in the Official Report and the Journal of Proceedings.
Tá Seanad Éireann tar éis an tOrdú seo a leanas a dhéanamh:—
"(1) Go gceapfar Roghchoiste ar a mbeidh 4 comhalta de Sheanad Éireann (nach comhalta den Rialtas ná Aire Stáit aon duine díobh) a bheidh le comhcheangal le Roghchoiste a cheapfaidh Dáil Éireann le Comhchoiste a fhoirmiú (dá ngairfear an Comhchoiste um Chomhlachtaí Stát-Tionscanta) chun scrúdú a dhéanamh ar Thuarascálacha agus Cuntais agus torthaí oibríochta i gcoitinne comhlachtaí Stát-tionscanta atá ag gabháil do ghníomhaíochtaí trádála nó tráchtála dá dtagraítear i Sceideal A a ghabhann leis seo agus ar ghnéithe trádála agus/nó tráchtála na dTuarascálacha agus na gCuntas agus torthaí oibríochta i gcoitinne an chomhlachta Stát-tionscanta dá dtagraítear i Sceideal B a ghabhann leis seo agus tuarascáil a thabhairt ina dtaobh sin do dhá Theach an Oireachtais agus moltaí a dhéanamh más cuí.
(2) Go bhféadfaidh Aire na Seirbhíse Poiblí le comhaontú an Aire Airgeadais, agus tar éis dó comhairle a ghlacadh leis an gComhchoiste, ainmneacha comhlachtaí Stát-tionscanta eile atá ag gabháil do ghníomhaíochtaí trádála nó tráchtála a chur ó am go ham leis na Sceidil agus, le toiliú an Chomhchoiste agus an Aire Airgeadais, go bhféadfaidh sé ainmneacha aon chomhlachtaí ar dóigh leis nach comhlachtaí ar dóigh leis nach comhlachtaí Stát-tionscanta iad ag gabháil a thuilleadh do ghníomhaíochtaí trádála nó tráchtála a scriosadh as na Sceidil.
(3) Go staonfaidh an Comhchoiste, má iarrann comhlacht Stát-tionscanta é, ó fhaisnéis rúnda a fhoilsiú maidir le gníomhaíochtaí agus pleananna an chomhlachta.
(4) Go mbeidh cumhacht ag an gComhchoiste fios a chur ar dhaoine, ar pháipéir agus ar thaifid agus, faoi réir thoiliú Aire na Seirbhíse Poiblí, seirbhísí daoine ag a bhfuil saineolas nó eolas teicniúil a fhostú chun cabhrú leis maidir le fiosruithe áirithe.
(5) Go ndéanfaidh an Comhchoiste, roimh thosach gnó, duine dá chomhaltaí a thoghadh mar Chathaoirleach, agus gan ach vóta amháin a bheith aige.
(6) Go ndéanfar na ceisteanna go léir sa Chomhchoiste a chinneadh trí thromlach vótaí na gcomhaltaí a bheidh i láthair agus a vótálfaidh agus i gcás comhionannas vótaí go gcinnfear gur freagra diúltach a tugadh ar an gceist.
(7) Go mbeidh cumhacht ag an gComhchoiste miontuairiscí fianaise a ghlacfar os a chomhair mar aon le cibé doiciméid ghaolmhara is cuí leis a chlóbhualadh agus a fhoilsiú ó am go ham.
(8) Go gcuirfear gach tuarascáil a bheartóidh an Comhchoiste a thabhairt faoin Ordú seo, arna glacadh ag an gComhchoiste, faoi bhráid dhá Theach an Oireachtais láithreach agus as a aithle sin go mbeidh ar chumas an Chomhchoiste an tuarascáil sin, agus más cuí leis, aon fhianaise agus doiciméid ghaolmhara eile a tugadh dó, a chlóbhualadh agus a fhoilsiú.
(9) Gur 4 comhalta den Chomhchoiste is Córam dó agus duine amháin ar a laghad díobh ina chomhalta de Dháil Éireann agus duine amháin ar a laghad díobh ina chomhalta de Sheanad Éireann.

Seanad Éireann has made the following Order:—
(1) That a Select Committee consisting of 4 members of Seanad Éireann (none of whom shall be a member of the Government or a Minister of State) be appointed to be joined with a Select Committee to be appointed by Dáil Éireann to form a Joint Committee (which shall be called the Joint Committee on State-Sponsored Bodies) to examine the Reports and Accounts and overall operational results of State-sponsored bodies engaged in trading or commercial activities referred to in Schedule A hereto and the trading and/or commercial aspects of the Reports and Accounts and overall operational results of the State-sponsored body referred to in Schedule B hereto and to report thereon to both Houses of the Oireachtas and make recommendations where appropriate.
(2) That, after consultation with the Joint Committee, the Minister for the Public Service with the agreement of the Minister for Finance may include from time to time the names of further State-sponsored bodies engaged in trading or commercial activities in the Schedules and, with the consent of the Joint Committee and the Minister for Finance, may delete from the Schedules the names of any bodies which he considers no longer to be State-sponsored bodies engaged in trading or commercial activities.
(3) That, if so requested by a State-sponsored body, the Joint Committee shall refrain from publishing confidential information regarding the body's activities and plans.
(4) That the Joint Committee shall have power to send for persons, papers and records and, subject to the consent of the Minister for the Public Service, to engage the services of persons with specialist or technical knowledge to assist it for the purpose of particular inquiries.
(5) That the Joint Committee, previous to the commencement of business, shall elect one of its members to be Chairman, who shall have only one vote.
(6) That all questions in the Joint Committee shall be determined by a majority of votes of the members present and voting and in the event of there being an equality of votes the question shall be decided in the negative.
(7) That the Joint Committee shall have power to print and publish from time to time minutes of evidence taken before it together with such related documents it thinks fit.
(8) That every report which the Joint Committee proposes to make under this Order shall on adoption by the Joint Committee be laid before both Houses of the Oireachtas forthwith whereupon the Joint Committee shall be empowered to print and publish such report together with such related documents as it thinks fit.
(9) That 4 members of the Joint Committee shall form a Quorum of whom at least 1 shall be a member of Dáil Éireann and at least 1 shall be a member of Seanad Éireann.
