asked the Minister for Labour the title, function, date of establishment and budget of each non-commercial State-sponsored body under his aegis; and if the rate of increase in its budget has exceeded or been less than the rate of increase over the past five years of (a) his own Department and (b) Government expenditure generally; and, if so, by how much.

The information sought is in respect of AnCO, CERT Ltd. and the Youth Employment Agency and is set out in the following table:

The rates of increases shown as between the 1977 AnCO and CERT expenditures and the 1982 allocations compare with an increase of 339 per cent in respect of the Vote for the Department of Labour as a whole and 202 per cent in respect of Government expenditure generally in the same period.

The allocations/expenditures for the bodies listed are the amounts provided by the Exchequer and exclude other incomes, in particular receipts from the European Social Fund.

Information in respect of other bodies financed or grant aided from the Labour Vote, e.g., the Labour Court, the Employment Equality Agency, is not included as these are not regarded as State-sponsored bodies in the context of the question.
