asked the Minister for the Public Service the title, function, date of establishment and budget of each non-commercial State-sponsored body under his aegis; and if the rate of increase in its budget has exceeded or been less than the rate of increase over the past five years of (a) his own Department and (b) Government expenditure generally; and, if so, by how much.

The only body under the aegis of my Department is the Institute of Public Administration which was established in 1957 and is incorporated as a company limited by guarantee under the Companies Acts.

Its functions comprise: Education: (School of Public Administration; Diploma in Administrative Science; Diploma in Health Administration.); Publishing: (Administration quarterly; Administration Yearbook and Diary; Young Citizen; and a wide range of books dealing with Irish government and administration.); Research: (Commissioned research projects on aspects of personnel, organisation, planning and service delivery and impact.); Training: (Short term courses on specialised subjects in administrative practice for personnel in all branches of the public service.)

The institute receives an annual grant-in-aid under subhead E of the Vote for my Department as a contribution towards its operating expenses. The grant-in-aid for 1981 was 130 per cent greater than that for 1977 and compares with an increase of 126 per cent in the expenditure of my Department and an increase of 148 per cent in Government expenditure generally.
