An average figure for training could be misleading since training is based on the needs of different grades and individual officers. The total number of man-course days in my Department in 1981 was about 120,000. Given the existing circumstances and the restrictions on filling vacancies, I am, in general, satisfied with the present level of management and technical training but my Department are continually reviewing the position.
