Senior promotion posts in my Department are not normally open to service-wide competition. There have been negotiations between the Department of the Public Service and staff interests with a view to opening up certain higher posts in the civil service to inter-Departmental competition. Pending the outcome of those negotiations in relation to Departments in general the existing practice of filling promotion posts in my Department by promotion within the Department is being continued.
