asked the Minister for the Environment if he will consider introducing a special disc, similar to the car registration disc, to establish proof of current motor insurance in view of the ever increasing number of cars that are being driven by uninsured people; and if he will make a statement on the matter.

The introduction of a special disc similar to the car registration disc has been considered on a number of occasions, but no practicable system has emerged. One of the difficulties is that while car registration must cover a particular vehicle to the end of a specified period, and this can be clearly indicated on the car registration disc, car insurance can cover a driver for varying periods and is not necessarily related to the car being driven. The person actually driving the car may not, in fact, be covered at all for civil liability.
