This application was received in my Department on 19 January 1983. The applicant has been requested to complete a form SL4 and have it certified by his inspector of taxes. On its receipt my Department will be able to assess his eligibility for a new house grant.

A new house grant of £1,000 was approved in this case last October. A recent inspection revealed that construction has only reached the roofing stage.

A grant cannot be allowed in this case in respect of the provision of a water supply because, contrary to a qualifying condition of the scheme, the applicant is arranging installation through a group water scheme. The approval of the sewerage and bathroom grants is awaiting the submission by the applicant of evidence of planning permission in respect of the building of a septic tank. The applicant was requested to submit this documentation on 11 February 1982.

Under the Housing Regulations 1980 (as amended), the latest date for the completion of work and the receipt in the Department of a claim for payment of the grant was 30 June 1981. An inspection carried out in this case in May 1981 showed some outstanding work still to be completed and a subsequent notification of the execution of these outstanding works was not received from the applicant on or before the closing date. Accordingly, payment of the grant cannot be made. The Deputy was so informed on 2 September 1981.

A grant in respect of the provision of sewerage facilities has been approved in this case. Grants in respect of the building of a bathroom and a bedroom and the carrying out of major necessary works to the basic fabric of the house could not be allowed because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out; also there was an existing chimney in the house and accordingly a grant for the posposed installation of a chimney could not be allowed. The applicant has been so informed.

I propose to take Question Nos. 338 and 339 together. Private site subsidy is not payable directly to individuals, but under section 9 of the Housing (Miscellaneous Provisions) Act, 1979, a subsidy is paid by my Department to housing authorities towards the annual loan charges incurred in respect of the provision by them of sites for private houses. The subsidy is one-third of the loan charges incurred on borrowings, up to a maximum for such borrowings of £1,500 per site.

The payment of the subsidy is dependent on the fulfilment of certain conditions relating to the eligibility of the purchaser, floor area of house, density and sale price of site. The value of any subsidy payable is generally passed on to the purchaser in the sale price of the site.

Subsidy claims from Dublin County Council, including claims in respect of sites at Alpine Heights and Oakwood Grove in respect of the persons named, are at present being examined in my Department and payment will be made in due course if in order.
