asked the Minister for the Environment the present position in regard to a house improvement grant for a person (details supplied) in County Galway.

A house improvement grant in respect of the provision of a water supply, sewerage facilities and a bathroom will be approved in this case on receipt of evidence of planning permission in respect of the building of a septic tank. The applicant was requested to submit this documentation on 22 December 1982. A grant in respect of the carrying out of repairs to the basic fabric of the house cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the proposed works relate solely to windows and doors.

asked the Minister for the Environment the present position in regard to an application for a £1,000 grant and a mortgage subsidy from a person (details supplied) in County Galway.

The file in this case is with the inspector for investigation and report with a view to the allocation of grant and subsidy if in order.

asked the Minister for the Environment if he will make arrangements to have a final inspection carried out for a person (details supplied) in County Kilkenny as he has been waiting for payment of a new house grant for some time and needs the money urgently.

A recent inspection showed that work on this house is not yet complete. On notification of completion, a further inspection will be carried out with a view to payment of the grant.

asked the Minister for the Environment if he will arrange to have a new house grant paid to a person (details supplied) in County Kilkenny as the house had been inspected and approved.

The grant was paid on the 23 December 1982.

asked the Minister for the Environment if he will arrange to have a final inspection carried out for a house improvement grant for a person (details supplied) in County Kilkenny; and if he will arrange to have a water grant which is owed since January 1982 and which amounts to £200 paid also.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the current scheme, the work had commenced before an inspection of the house was carried out. The applicant has been so informed.

A grant under the Department's former scheme of house improvement grants was approved on 8 December 1979 for the person named. Under the Housing Regulations, 1980 (as amended), the latest date for completion of work, and the receipt in the Department, of claims for payment was 30 June 1981. As this requirement was not complied with in this case, the grant cannot be paid.

asked the Minister for the Environment whan a £1,000 new house grant will be paid to a person (details supplied) in County Kilkenny as the house has been inspected and passed.

This grant was paid on the 8 December 1982.

asked the Minister for the Environment the reason the provision of a back boiler was refused for a person (details supplied) in County Kilkenny.

It is assumed that the Deputy is referring to a housing grant application. There is no record in my Department of the receipt of such an application from the person named.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Donegal.

This grant has been paid.

asked the Minister for the Environment when a £1,000 grant will be paid to a person (details supplied) in County Galway.

This application for the £1,000 grant was rejected because the applicant was not the first occupier of the house and did not occupy it as his normal place of residence.

asked the Minister for the Environment the present position in regard to a house improvement grant application from a person (details supplied) in County Galway.

A grant in respect of major necessary works to the basic fabric of the house has been approved in this case.

Grants in respect of the provision of water and sewerage facilities and the building of a bedroom and a bathroom could not be allowed because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out; also, there was an existing chimney in the house and accordingly neither could a grant in this case be allowed. The applicant has been so informed.

asked the Minister for the Environment the total grants sanctioned over the past five years for reconstruction purposes in regard to a person (details supplied) in County Galway; and the total amount of money paid to him.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named.

368.

asked the Minister for the Environment if he will pay a mortgage subsidy to a fully qualified person (details supplied) in County Wexford.

The person named is not eligible as the mortgage subsidy was restricted to married persons, persons about to marry and one parent families from 23 July 1981 until 24 March 1982, during which period the person named signed a contract to purchase a house, executed the deed of mortgage and submitted an application form indicating that she was single and not about to marry.

asked the Minister for the Environment if a home improvement grant will be paid to a person (details supplied) in County Galway.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out. The applicant has been so informed.

asked the Minister for the Environment if he will arrange for the immediate payment of a £1,000 new house grant to a person (details supplied) in County Galway.

The applicant in this case has been requested to submit documentation to my Department in support of his application. When this is received, the file will be referred to the inspector for investigation and report with a view to the allocation and payment of a grant if in order.

asked the Minister for the Environment if he will arrange for a full cost essential repairs grant to be paid to a person (details supplied) in County Galway as the roof of her house is in danger of collapsing.

Responsibility for the administration of the essential repairs grants scheme has been devolved to the housing authorities who may pay a grant not exceeding the approved cost of the necessary repairs.

Having regard to Galway County Council's statutory function under the scheme, it would not be appropriate for me to intervene in an individual case.

asked the Minister for the Environment when the first payment of a mortgage subsidy will be paid to a person (details supplied) in County Donegal.

The first payment of the mortgage subsidy will be made to the person named, if eligible, when the house has been certified as completed to the Department's standards, occupied, the grant paid and at least six months have elapsed from the date of execution of the mortgage deed.

asked the Minister for the Environment if he will confirm that approval has been given to Dublin Corporation to borrow £100,000 so that building can commence early in 1983 on the Bonnybrook sports and recreation complex.

Sanction to additional borrowing of £190,000 was conveyed to Dublin Corporation on 11 November 1982, towards the cost of the erection of the sports complex which is being provided under the Department of Education's national programme for the provision of community and recreational facilities. I understand from Dublin Corporation that the contractor should be in a position to commence work on the site in February.
