Referendum (Amendment) Bill, 1982: Second and Subsequent Stages .

: I am putting to the House that, the question "That the Bill be now read a Second Time" be agreed.

: I wish to raise one or two points.

: The Deputy may not make any points. I am governed by an order of the House. I have no discretion——

: On an issue like this, surely I can speak for one minute.

: I am sorry, Deputy. The House made an order this morning which instructs me to put such questions at 6.30 p.m. forthwith and successively as are necessary to bring these two Bills to a conclusion, and I am doing that now.

: All I wish to say——

: You may not say anything because if you speak for 30 seconds there is no reason why somebody else should not speak for five minutes. I am sorry but the Deputy is out of order.

: Are we having a referendum without any discussion?

Bill put through Committee, reported without amendment and passed.
