It is proposed to take Nos. 1 and 8 (Resumed). Private Members' Business will be No. 33.

Could I ask the Taoiseach when it is proposed to circulate the Criminal Justice Bill?

There is no date fixed for the Criminal Justice Bill. However, the present heads of the Bill are under consideration with the Government, with a view to drafting. The Bill will come before the House later in the session.

On the Order of Business, I wish to ask the Taoiseach what he proposes to do about the thousands of schoolchildren from Cork to Donegal — and indeed from Athlone — who are being refused access to school transport and therefore to school?

Deputy O'Rourke is being disorderly.

I wanted to ask what he proposes to do——

Please, Deputy O'Rourke, resume your seat. We have had an hour's Question Time and a half-hour of Private Members' Question Time. I cannot have matters raised now which are not in order.

This is yesterday.

Could I raise the question on the Adjournment——

——to ask the Taoiseach and the Minister for Education what they propose to do about the children who cannot get to school?

The Chair will communicate with the Deputy.

The Government can take the Ministers to Donegal, but they cannot bring the children to school.

May I raise the matter on the Adjournment?

I have already said that I will communicate with the Deputy.

The Chair will communicate with me about the schoolchildren from Cork to Donegal. I thank him.

This is happening in my county as well.

The Minister is on his feet.

Surely it is preposterous that the Government should be flying around Donegal in State cars and putting the children off the school bus. They should be ashamed of themselves.

This is happening all over the country.

On the Order of Business——

I have moved from the Order of Business, Deputy.

Yes, but the Chair was not looking in my direction. He had his head down. I just wanted to know if any progress had been made on the preparation of regulations under section 26 of the Act to decontrol residential dwellings. This is the section which provides for landlords to upgrade houses for which they are looking for increased rents. I asked about this matter before and was told that the regulations were being prepared.

Without notice, I am not in a position to give the Deputy an answer to his question. If he gives me notice, I shall communicate with him.

I had asked about this previously.

It is extremely urgent.
