asked the Minister for the Environment the reason he gave a higher estimate for 1983 local authority house completions in reply to parliamentary question No. 9, on 1 March 1983 than that given in the printed booklet "Budget 1983" which was circulated to Members on 1 March 1983; and if he will make a statement on the matter.

The estimate of 5,700 completions was regarded as valid when the material for the Revised Public Capital Programme was being cleared by my Department for printing. Subsequent examination, taking account of trends in the number of houses in progress and in tender prices, suggested that the figure of 5,700 was marginally too low. The Deputy may also have noted that in my speech on the budget on 3 March, I said that allowing for the recent more favourable tender prices, "over 5,700" houses should be completed this year. At this stage of the year any estimate of completions in the year is inevitably subject to adjustment.
