asked the Minister for the Environment when a £1,000 grant will be paid to a person (details supplied) in County Cavan.

This applicant occupied a local authority house with an option to purchase. He has informed the local authority that he is agreeable to have the grant paid to it to reduce the purchase price of the house. The grant will be paid when a power of attorney, authorising payment of the grant to Cavan County Council, is received.

asked the Minister for the Environment the reason a new house grant is not being paid to a person (details supplied) in County Kilkenny; if a mortgage subsidy of £3,000 has been approved for this person; and the reason the subsidy has not been paid.

There is no record in my Department of the receipt of an application for a new house grant and mortgage subsidy from the person named.

asked the Minister for the Environment the reason for the protracted delay in paying a new house grant to persons (details supplied) in County Carlow; and when the money will be paid.

There was no undue delay in paying this grant. The grant was paid on 6 May 1983.

568.

asked the Minister for the Environment the reason a reconstruction grant was not paid to a person (details supplied) in County Kilkenny even though a registered letter was sent to his Department before 30 June 1981 certifying that all work had been completed; the reason an inspection was carried out subsequent to 30 June and all work certified as having been finished satisfactorily; and if he will make a statement on this case.

Payment of a house improvement grant under the scheme in question was dependent on a house complying in all respects with the Department's standards for grant purposes. An inspection was carried out in this case in September 1981 which showed that the works necessary to bring the house up to the required standard had not been carried out.

As the final date for completion of work under this scheme was 30 June 1981, as laid down in the Housing Regulations 1980 (as amended), payment of a grant cannot be made.

asked the Minister for the Environment the reason a person (details supplied) in County Kerry did not receive a full new house grant.

A grant of £450 was approved for this applicant under the previous new house grant scheme. The amount of the grant was reduced by £10 because the house did not fully meet my Department's requirements.

570.

asked the Minister for the Environment the reason a person (details supplied) in County Limerick was not paid a house improvement grant.

The grant approved in this case has not been paid because the applicant has not submitted evidence, in accordance with the Housing Regulations, 1980, (as amended), establishing that on or before 21 January 1980 (a) the work had commenced or (b) a binding agreement had been entered into to have the work carried out or (c) materials necessary for the carrying out of the work had been purchased.

asked the Minister for the Environment if his Department have approved the commencement of a house improvement scheme which is being carried out by a person (details supplied) in County Limerick; and, if not, when they will be in a position to do so.

A certificate of approval to a house improvement grant of £600 has issued to the person named.
