Independent Local Broadcasting Authority Bill, 1983: Order for Second Stage.

Bill entitled an Act to provide for the establishment of the Independent Local Broadcasting Authority, to amend the Wireless Telegraphy Act, 1926, and to provide for other matters connected therewith.

I wish to obtain an order for Second Stage for the Independent Local Broadcasting Authority Bill, 1983. I suppose the Ceann Comhairle will allow me to outline the details of the Bill, will he?

If Deputy Leyden will bear with me just for one second, since this is a Private Members Bill, Second Stage must, under Standing Orders, be taken in Private Members' Time. Deputy Leyden should move that the Second Stage be taken in Private Members' Time.

I move: "That the Second Stage be taken in Private Members' Time on Wednesday, 8 June 1983."

We agree that the Bill will be taken, but it should not be taken that we agree that it will be passed.

Is the Taoiseach agreeing that it be taken in Government time?

No, in Private Members' Time.

Would the Taoiseach be prepared to consider, in view of its fundamental importance, taking it in Government time?

No. If it were a Government Bill, it would be taken in Government time.

The Chair would remind Deputies that we have only marginally over five hours left to deal with Report Stage of the Finance Bill. We should bear that in mind.

Would the Taoiseach give any indication as to when the constitutional referendum will take place?

The Government have not taken a decision on that, but will be doing so shortly.
