asked the Minister for Trade, Commerce and Tourism if he will give details in respect of his Department or any office under his control of each person employed as a special adviser or consultant on contract by way of excluding order or otherwise appointed to that office or Department other than through the Civil Service Commission during the periods 5th July, 1977 to 30th June, 1981 and 9th March to 14th December, 1982; the grades at which each such person served; the rate of remuneration paid; the dates at which the employments of any such persons ceased; if he will give details of any such persons who were appointed as permanent civil servants; the grade and rate of remuneration of persons so appointed; and the total cost of remunerating such persons in 1977, 1978, 1979, 1980, 1981 and 1982 from the dates of their initial employment.

The following are the relevant particulars in respect of appointments in my Department in the periods specified, other than those involving consultancy firms engaged for specific projects in the course of the Department's normal activities.

Name

Position

Remuneration

Period of Service

1. Mr. P. Garvey

Commercial Adviser

£11,800 per annum on appointment rising to £19,245 on termination

1 May 1978 to 15 August 1980

2. Mr. B. McDonald

Economic Adviser

£17,850 per annum on appointment rising to £24,756 on termination

1 January 1980 to 29 September 1981

3. Mr. W. Kealy

Special Adviser on Press and Publicity matters

£18,000 per annum

1 September 1982 to 19 October 1982

Mr. Garvey was employed on a fee-paid basis. Mr. McDonald was initially employed on a fee-paid basis and then under an excluding order made by the Civil Service Commissioners under the Civil Service Commissioners Act, 1956. It was intended to appoint Mr. Kealy under excluding order but arrangements had not been finalised when his appointment terminated. During his period of employment Mr. Kealy served on a contract for service basis at a daily fee equivalent to £18,000 per annum.

None of the three advisers was appointed as a permanent civil servant.

Increases in pay in the cases of Messrs. Garvey and McDonald arose due to the general application to special advisers' pay of National Wage Agreement increases and increases recommended by the Review Body on Higher Remuneration in the Public Sector.
