A herd number was allocated to the person in question in November 1980 on the strict understanding that his farm was to be managed as a separate unit and that there would not be intermixing of his cattle with his father's herd. The herd number was withdrawn in April 1983 when it was discovered that this commitment was not being honoured. There can be no question of restoring the herd number until my Department is satisfied that the problem of intermixing no longer arises. This will necessitate the monitoring of the two herds over a considerable period of time.
