asked the Minister for Labour the current position in regard to the application of the National Executive Council of the Community Games to the Youth Employment Agency for a grant to enable them to employ development staff.

asked the Minister for Labour if he has responded to the request from the National Executive Council of the Community Games for the appointment of development staff under the Youth Employment Agency scheme; and if he will make a statement on the matter.

I propose to take Questions Nos. 371 and 372 together.

I understand that the Youth Employment Agency were unable to accede to the request from the National Executive Council of the Community Games for grant assistance because the proposal did not constitute a scheme to provide employment-related skills or services to young people entering, or in, the labour market. The statutory objects of the agency, as laid down in the Youth Employment Agency Act, 1981, are to establish, develop, extend, operate, assist, encourage, supervise, co-ordinate and integrate, either directly or indirectly, schemes for the training and employment of young people.

The National Executive of the Community Games are in receipt of funding from the Department of Education. In 1982 the organisation received a grant-in-aid of £25,000 from the Annual Grants to Sports Organisations. In addition, the organisation is in receipt of a grant to assist with the employment of their games development officer which amounted to £5,000 in 1982. The cost of the post of general secretary and organiser of the community games is being met through an additional grant-in-aid from the Department of Education which amounted to £12,933 in 1982.
