Why was my question to the Taoiseach asking if he is or has been a member of the Trilateral Commission, the Bilderberg Conference and the Atlantic Institution of International Relations disallowed?

I called questions.

In view of the Government's ambivalence to our neutrality, in view of the Taoiseach's ambivalence to neutrality and the position——

Will the Deputy bear with the Chair for a moment? I am of the opinion from what I have heard that it would not be in order for Deputy Andrews to raise this at any time but to try to raise it when the Chair is calling Question No. 1 is grossly out of order.

I want to raise on the Adjournment the building of Cavan General Hospital.

I would remind the Deputies that there is a long tradition in the House that when the Ceann Comhairle takes the Chair Question Time proceeds and any matters that Deputies may want to raise always should be done after Questions.

I want to ask about the transfer of questions. Why have Questions Nos. 56 and 59 been transferred from the Taoiseach?

I have explained that the long-standing practice in this House since I came into it nearly 20 years ago — I have never seen this happen before — is that when the Ceann Comhairle takes the Chair Question Time proceeds. Perhaps after Question Time notice is given of the desire to raise matters on the Adjournment and other attempts are made to raise things which are not always in order. At the same time that is the time to try to do it, not now.

I have no intention of being disorderly but we had two questions which have been transferred from the Taoiseach.
