I believe that a water quality management plan for Dublin Bay is necessary for the preservation and, where necessary, the improvement of water quality. The making of such a plan is a matter, in the first instance, for the local authorities concerned. At a recent seminar on Dublin Bay, I called on these authorities to come together on this matter and, in the short term, initiate a programe which would provide the basis for the preparation of a comprehensive management plan. My Department will be taking up the matter with the local authorities in the near future.
