asked the Minister for Agriculture if he is aware that farmers in south Kerry can only keep pedigree bulls; if, having regard to the requirements of the Kenmare, Sneem, Caherciveen areas, County Kerry, he will allow farmers to keep any breed of bull they wish; and if he will make a statement on the matter, having regard to the fact that these are disadvantaged areas.

Since the abolition of bull licensing in January 1983 there has been no restriction on the use of bulls for breeding purposes. I will, however, shortly be introducing a Bill in Dáil Éireann the effect of which will be to prohibit the use for breeding purposes of bulls other than pure-bred bulls registered in the herd book of their breed. It is not envisaged that any area in the country would be excluded from the provisions of the proposed legislation.
