asked the Minister for Social Welfare if he has studied the possibility of electronic transmission of social welfare funds in conjunction with the cash dispensing services provided by banks and other institutions with a view to giving greater security and convenience to recipients.

The Department is undertaking a review of all its various payment systems with a view to providing a better service to recipients, more efficient administrative systems and greater security. This review will involve discussions with the banking institutions and An Post who are involved in the payment of various social welfare payments.

The review is particularly relevant at the present time as the Department is undertaking a large programme of computerising its major payment areas. Arrangements are being made to ensure that its new systems will be able to avail of the most modern methods of payment including electronic fund transfer. Progress will depend on the rate of development of these computer facilities.
