It would not be appropriate for me to comment on the paper referred to by the Deputy since the issues raised are currently the subject of discussion between my Department and the professional institutions concerned, including the Royal Institute of Architects of Ireland, and will no doubt be discussed in the House during the Committee Stage debate of the Building Control Bill.
