asked the Minister for the Environment the reason section 60 of the Civil Liability Act, 1961, has not been brought into effect.

Section 60 of the Civil Liability Act, 1961, can only be brought into operation by order made by the Government. I do not at present propose to recommend to the Government that such an order be made. Road authorities are providing a reasonable service within the limits of their finances. As is acknowledged in the national plan Building on Reality there was serious under-investment in road improvement and maintenance during the sixties and seventies. Despite increased investment in recent years, the road network is not yet sufficiently developed to justify the imposition of this additional obligation on road authorities.
