asked the Minister for Communications the number of permits or licences issued by his Department to Bulgarian hauliers; the date of issue; and the conditions attached to each such permit or licence.

Up to April 1982 applications for road freight licences received by my Department in respect of Bulgarian vehicles were relatively infrequent. Since April 1982 a total of 669 licences have been issued in respect of such vehicles. Almost all of these licences were issued for one journey only with an average period of validity of nine days.

These licences were subject to the standard general conditions applied to import/export road freight licences, a copy of which I propose, with the permission of the Ceann Comhairle, to circulate in the Official Report. In addition, in the case of the licences issued since mid-March 1984 in respect of Bulgarian vehicles a special condition has been included restricting them to specified export traffic. I shall be keeping the situation under review.

Conditions

1. The vehicle specified herein may be used for the carriage of goods for reward to or from the State from or to destinations outside the State. Whilst in the State, the vehicle must not be used for the picking up of goods for the carriage to another point in the State.

2. Where the Minister for Communications is satisfied that the vehicle specified herein has been used for the carriage of goods otherwise than as specified herein or in contravention of these conditions this licence and any other licence issued under Section 8 of the Road Transport Act, 1971, to the person named in this licence will be subject to revocation.

3. This licence is issued by the Minister for Communications by whom it may be at any time revoked and to whom it must be surrendered on demand.

4. This licence applies only to the vehicle and person specified in it. It is not transferable on change of ownership of the vehicle nor may it be transferred to another vehicle owned by the person specified in the licence.

5. This licence is subject to compliance by the licensee with the law for the time being in force in relation to the importation of mechanically propelled vehicles and, in particular, to the payment of the duties of customs (if any) chargeable on such importation.

6. This licence is subject to compliance by the licensee with the requirements of the Road Traffic Act, 1961, and any other Act amending or extending that Act.

7. This licence must be carried in the vehicle to which it relates and must be produced on request to any Officer of Customs and Excise or to any member of the Garda Síochána.

8. This licence must be returned to the Department of Communications, Kildare Street, Dublin 2 not later than two weeks after the date on which it expires.

9. The holder of this licence shall furnish such returns of traffic carried as may be required by the Department of Communications.
