I do not propose to reduce the VAT rate on toothbrushes as such. Toothbrushes along with many other household articles are liable at the standard rate of 35 per cent. I accept that this rate is high. I am, therefore, having the whole VAT rate system examined to see whether there is any scope for reductions in the context of a general reorganisation of the rate structure.
