asked the Minister for Labour the present position in relation to the implementation of the EC `Seveso' Directive on industrial wastes; and in view of the fact that the Government should have complied with the directive by 8 January 1984, if he has fixed a date on which it is to be implemented.

The EC Council Directive 82/501/EEC of 24 June 1982 on the major accident hazards of certain industrial activities [Seveso Directive], does not apply to industrial wastes.

This directive contains complex requirements to deal with major accident hazards which might arise from certain industrial activities. Its implementation required sustained consultation with the various other Departments and interests concerned over a considerable period of time to ensure that satisfactory enforcement procedures would be drawn up. Draft regulations to give effect to the directive are currently being finalised with a view to its early implementation.
