Order of Business.

It is proposed to take No. 9. By agreement the Minister for Finance shall be called on to conclude the debate on Second Stage of the Finance Bill at 4.15 p.m. on Thursday and the proceedings thereon and on items Nos. 10 and 11 on today's Order Paper shall be brought to a conclusion at 4.45 p.m. on that day by one question. Private Members' Business shall be No. 75.

Are the arrangements for the conclusion on Thursday of items No. 9 and Nos. 10 and 11 on today's Order Paper agreed?

On the Order of Business I asked earlier for a Private Notice Question on what I consider to be a very important matter, that was to ask the Minister for the Environment if his attention had been drawn to the report of the economic experts group which predicts that the Irish construction industry will suffer the sharpest fall in Europe, down 5.5 per cent, his comments on this and if he would take urgent measures to deal with the alarming situation. In your wisdom, Sir, you decided that it was not a matter of urgency. I do not want to start arguing on the first day of the term, but let me suggest that a major problem in the construction industry today is being caused by this Government and I would like the Minister's action on it.

Deputy, that is not in order now.

It is a very important matter. In view of the urgency of the matter will the Tánaiste give Government time to debate the problems in the construction industry?

When do the Government intend to bring before the House the complaints procedures which were promised for the Garda Síochána and the regulations regarding safeguards for people in custody? I understand that the Government intend to bring these forward shortly. Has the Tánaiste any idea about this at this stage?

I can inform the Deputy that the measures he mentions will be before the House in this session.

Does the Tánaiste not feel that they may be available soon particularly in view of the fact that draft proposals from the Opposition have been before the House since early 1984 and this is holding up the operation of the Criminal Justice Act? Can the Tánaiste give us no earlier assurance?

I cannot give an earlier guarantee. They will be before the House in this session.

Can the Tánaiste indicate when a report from the Joint Committee on Marriage Breakdown will be debated in the House.

I assume that that is a matter to be discussed between the Whips for an early discussion.

Having regard to the fact that this committee have reported, is it not now a matter for Government decision as to when it will be debated?

It is a matter which could be discussed between the Whips in the first instance.

Do the Government intend to introduce legislation to change the exploration terms for oil after the Labour Party Conference.

That does not arise on the Order of Business.

It is introducing new legislation.

It is only in order to request information on new legislation which has been promised.

It has not been promised to the House——

Not that the Chair is aware of.

—— but it has been promised elsewhere.

I assure Deputy Reynolds that anything we propose to do in relation to oil terms will be informed to the House before anybody else.

Will it be the Tánaiste's decision?

It will be a Government decision.

Will the question be settled down at Castlemartyr?

In relation to my question regarding the Joint Committee on Marriage Breakdown, have the Whips been asked to fix a date for the discussion?

To the best of my knowledge the Whips have not been asked to date to fix a date for the discussion, but I have said to the Deputy that an early date for discussion is a matter to be discussed between the Whips.
