asked the Minister for the Environment when a £1,000 grant will be paid to a person (details supplied) in County Clare.

A grant will be paid in this case when an inspection establishes that the house is complete and occupied and complies with all other conditions of the grant scheme. The relevant file has been referred to an inspector for investigation and report.

asked the Minister for the Environment if a person (details supplied) in County Limerick has been given permission to start work on his home improvement scheme in respect of which he has applied to his Department for a grant.

A grant has not been approved in this case as the applicant has not furnished evidence of planning permission for the proposed works. This evidence has been requested by my Department on two occasions.

asked the Minister for the Environment the present position with regard to the payment of a house reconstruction grant which is due to a person (details supplied) in County Limerick.

The grants approved in this case have been paid in full.

asked the Minister for the Environment if he is aware that a person (details supplied) in County Limerick is a first time occupier of the new house at Town Park, Cahir, County Tipperary, whether a new house grant was ever paid for the house; and if a grant can be given to this person for this new house.

The house purchased by the grant applicant in this case was previously owned by another person and cannot be regarded as new for grant purposes. The fact that a grant was not paid to the first purchaser does not alter the position.

asked the Minister for the Environment if he will give an additional water supply grant to persons (details supplied) in County Limerick who now want to participate in the Knocksouna group water scheme which is in their area.

Grants may be allocated for the provision of a group water supply in respect of the persons named if they join the local Knocksouna group scheme which is currently at the design stage.

asked the Minister for the Environment if, having regard to the application for a house improvement scheme grant made by a person (details supplied) in County Limerick, he is satisfied that the grant of £200 which this person believes he is to receive from his Department is the maximum grant available to him.

The house improvement grant of £200 approved in this case is the maximum payable in respect of the provision of sewerage facilities. Grants could not be allowed for the provision of either a water supply or an extra bedroom because, contrary to a statutory condition of the scheme, these works had commenced prior to an inspection of the house. A grant could not be allowed under the chimney category because there was an existing chimney in the house. Neither could a grant be approved for the provision of a bathroom as the statutory waiting period of ten years from the date of payment of a previous grant in 1979 had not elapsed.

asked the Minister for the Environment regarding the three years tenancy clause for the £5,000 house purchase grant, if he will see if flexibility can be introduced to cover certain anomalies such as in the case of a middle aged brother and sister (details supplied) in Dublin 3 who resided for 40 years in the same corporation flat but whose mother, who died recently, was the actual tenant.

It is a condition of the grant scheme that a relative other than a spouse who succeeds to a tenancy will not be eligible to apply for the grant until he or she has fulfilled the normal three year tenancy requirement. All aspects of the operation of the £5,000 grant scheme are being kept under review in my Department but I have no proposals at present for the modification of this condition.
