asked the Minister for the Environment when a reconstruction grant will be paid to a person (details supplied) in County Cork.

There is no record in my Department of the receipt of an application for a house improvement grant under the current scheme from the person named. There is, however, an application under the previous scheme from a person of the same surname and address but with a different Christian name. This application was rejected because, contrary to a statutory condition of that scheme, notification of completion of work and a claim for payment of the grant were not received in the Department by 30 June 1981.

asked the Minister for the Environment the reason a home improvement grant was not paid to a person (details supplied) in County Limerick who is 80 years of age, in view of the fact that the roof was blown off her house by a storm and she had to have it replaced immediately.

The application in this case has been rejected because, contrary to a statutory condition of the scheme, the work had commenced before an inspection of the house was carried out. Although there is a special procedure operated by my Department to cater for emergency situations, the particular arrangements could not be implemented in this case, as the person named had indicated when submitting the relevant application form that the work had already been carried out at that stage. The position in the case was explained in some detail to the Deputy in a letter issued to him by the Minister of State on 27 March 1985.

asked the Minister for the Environment when a person (details supplied) in County Cavan will receive a mortgage subsidy payment.

Arrangements for payment of the first instalment of the mortgage subsidy will be made when the person named submits the appropriate claim form, duly completed and certified by the relevant lending agency.

asked the Minister for the Environment when he will pay a new house grant and mortgage subsidy to a person (details supplied) in County Wexford.

As indicated in my reply to the Deputy to his question on 22 January 1985 the person named does not appear, from the information supplied by the Deputy, to be entitled to a £1,000 new house grant because he is not a first time purchaser. Since then an incomplete application form for the £3,000 mortgage subsidy was received from the person named and this has been referred to the local authority for certification in the normal manner. When the application form is returned to my Department, the applicant's eligibility for the subsidy will be determined and he will be notified accordingly.

asked the Minister for the Environment the present position regarding a housing grant and mortgage subsidy application made by a person (details supplied) in County Galway.

There is no record of the receipt in my Department of an application for a new house grant and mortgage subsidy from the person named. An application has, however, been received from a person of the same surname and same address. The applicant in that case has been requested to submit further information in support of his application.

asked the Minister for the Environment when a new house grant will be paid to a person (details supplied) in County Offaly.

The grant in this case will be paid shortly.

asked the Minister for the Environment when the balance of a reconstruction grant will be paid to a person (details supplied) in County Offaly.

The application in this case was in respect of the installation of water and sewerage facilities, the building of a bathroom and the carrying out of necessary repairs to the basic fabric of the house.

Grants for water and sewerage cannot be allowed because a previous grant was paid in respect of similar works in 1976 and there is a ten year waiting period specified in the regulations. Neither can a bathroom grant be allowed because the particular works have already been grant aided by the local authority under the disabled persons grant scheme. The maximum grant of £600 in respect of the carrying out of necessary repairs to the basic fabric of the house was paid in this case on 18 January 1985.

asked the Minister for the Environment when approval for a house improvement grant will be given to a person (details supplied) in County Offaly.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named. However, there is an application from a person with a different Christian name but similar address. The position in that case is that grants for the installation of water and sewerage facilities, the building of a bathroom and the carrying out of necessary repairs were approved on 22 March 1985. On receipt of notification of completion of the works, a final inspection will be arranged with a view to payment of the grants approved, if in order.
