asked the Minister for the Environment if he is aware that many local authorities in the country continue to employ rate collectors, receiving full index-linked salaries, although in many cases their work-load has been almost eliminated by the abolition of domestic and agricultural rates and that in some cases their salaries exceed the amount collected by them in rates; if he approves of this practice by local authorities at a time of severe financial shortages; if he has had any discussions with local authorities on this matter; and if he will make a statement on the matter.

I would refer the Deputy to my reply to Question No. 18 on 20 June 1984 on this matter. Further discussions are taking place between management, represented by the Local Government Staff Negotiations Board, and the staff interests concerned under the aegis of the local authorities conciliation and arbitration scheme with a view to reaching agreement on proposals for rationalising local authority rate and revenue collection arrangements.
