asked the Minister for the Public Service the number of posts in each category of the Civil Service which have not been filled as a result of the Government's one-in-three embargo; if he can assure the House that the effects are evenly spread and that the lower grades are not carrying the main weight of the cutback; and if he will make a statement in the matter.

The information sought by the Deputy in the first part of the question is as follows:

As between the categories shown the overall effect of the embargo is fairly well spread. Within the categories the numbers of posts not filled in the lower grades are relatively high. It must be borne in mind, however, that the impact of the embargo at any level is affected by many factors such as wastage patterns, age structure, male-female composition and changes in the nature of work and how it is performed.
