asked the Minister for the Environment the progress, if any, which has been made in the completion of the Shankill, County Dublin, by-pass; and when the scheme will be completed.

The Shankill-Bray by-pass project is the subject of a motorway scheme under the Local Government (Roads and Motorways) Act, 1974 and, in accordance with the provisions of that Act, I have caused a public local inquiry to be held into all aspects of the scheme. There will be no avoidable delay in making a determination of the motorway scheme and, subject to the outcome, it will be a matter for Dublin County Council to bring the project to construction. In view of my quasi-judicial functions in relation to the motorway scheme, the Deputy will appreciate that it would not be appropriate for me to make any further comment on the project at this stage.

asked the Minister for the Environment when the Blackrock, County Dublin by-pass will be completed; and the plans there are for through traffic in Blackrock township on completion of the by-pass scheme.

The timing of the commencement and completion of the Blackrock by-pass is primarily a matter for Dún Laoghaire Corporation. The necessary finance will be provided by my Department. At present, the Department are awaiting the receipt of contract documents from the corporation. It is expected that the scheme will start during the first half of 1986 and will be completed by the summer of 1987. On completion of the scheme, it is expected that through traffic between Rock Hill and Temple Hill will use Frescati Road and the new by-pass.
