I should like to raise on the Adjournment the sad and tragic death of another prisoner in Mountjoy at the weekend.

The Chair will communicate with the Deputy.

I should like to raise on the Adjournment the matter of the closure of Nike Ireland Limited in Navan with the loss of 105 jobs.

The Chair will communicate with the Deputy.

I should like to raise on the Adjournment the question of the supply of natural gas to Aughinish Alumina Limited at Askeaton, County Limerick.

The Chair will communicate with the Deputy.

I wish to raise on the Adjournment the subject matter of my Private Notice Question yesterday which was to ask the Minister for Labour whether in view of the seriousness and the urgency of the industrial dispute within the ESB in Cork, he would indicate the action, if any, he proposes to take on the matter.

The Chair will communicate with Deputy Lyons.

Can the Taoiseach indicate when the promised legislation on the testing of drugs on humans will be introduced? It was promised before the summer recess.

It will be introduced in this session.

Yesterday I sought permission to raise on the Adjournment the matter of a convicted criminal in Cork who was released because of a series of judicial errors but you refused to grant me permission.

We cannot have a post mortem on yesterday's business. Further, a post mortem is not necessary because the Deputy and I had a discussion in my office about the matter he sought to raise when I explained the position to him.

Order, please. I explained the position to the Deputy.

You explained it to your satisfaction but not to mine. I should like to know under what Standing Order my request was refused.

Since the Deputy was in the Ceann Comhairle's office a public opinion poll has been published in Cork.

And it is not too bad, either.

Am I not entitled to know under which Standing Order I was refused permission?

If the Deputy comes to my office again I shall explain the position further to him but he must now resume his seat.

Surely the morale of the Garda and the safety and security of the people of Cork are matters for this House.

We cannot have a discussion about that now.

I should like to raise on the Adjournment the matter of the increase in the incidence of child abuse in Dublin.

I should like to raise on the Adjournment the question of the joint NBST-IDA report. I seek this permission because of the urgency of what is involved.

The Chair will communicate with Deputy Coogan.

I should like to bring to the notice of the House and to raise on the Adjournment the question of the very serious situation that has arisen in County Cork where the Government's policy of industrial sabotage is continuing with the closure of Erin Foods at Mallow. In this context I would refer also to the contradictory speech of the Minister for Foreign Affairs when he said that an £800 million food bill——

I should like to raise on the Adjournment the matter of the winter feed subsidy and the proposed method of assessing the applications.

Can the Taoiseach say when the promised legislation on the special development authority for the Custom House Dock site will be circulated?

In fairness, have I not a right to know under what Standing Order my request yesterday was refused?

The Deputy is being disorderly.

Can the Minister for the Environment reconfirm the date on which he intends to introduce the clean air Bill?

That answer is not sufficient.

The Minister has answered the question and if the Deputy is not satisfied there is nothing I can do about it.

There is a very unsatisfactory state of affairs in Dublin.

I cannot introduce the legislation earlier than in this session.
