asked the Minister for Fisheries and Forestry the arrangements which have been made for the management of the Celtic Sea herring fishery; and if he will make a statement on the licencing arrangements and other matters for the season.

The management of the Celtic Sea herring fishery is operated through a management committee, which comprises representatives of fishermen, processors, co-operatives and officials of my Department. This committee drew up proposals in regard to licencing and quotas which operated for the fishery in 1985. The main features of these arrangements were as follows:

1. Fishing for herring in the area was only allowed under a licence on a daily basis.

2. In an effort to provide for fair distribution of the catch and for continuity of supply to processors, quotas were introduced for the different sizes of vessels.

3. Fishing during weekends was prohibited.

4. By arrangement with the management committee the herring fishery in the Celtic Sea was closed from 11 November 1985 because of the poor quality of the fish being landed and in order to conserve stocks.
