Road Transport Bill, 1985 [Seanad]: Instruction to Committee: Motion.

I move: That it be an instruction to the Committee on the Road Transport Bill, 1985, that it has power to make provision in the Bill for the appointment by the Minister for Communications of transport officers to undertake inspectorial duties under the Road Transport Acts and other enactments relating to the carriage of goods by road or the carriage of passengers by omnibus or to vehicles engaged in any such carriage and for the summary prosecution of offenders under those enactments and other enactments by the Minister for Communications.

This resolution is necessary under Standing Orders to empower the Dáil to consider in Committee a text wider than it had on Second Stage. The scope of the Bill will be extended by the inclusion of the sections relating to enforcement, the subject matter of amendment Nos. 5 to 8.

May we get from the Minister a more expansive explanation why this is so and also a quotation from the relevant Standing Order?

This motion is in accordance with Standing Order 95 (2). It is necessary because of a commitment I gave on Second Stage to bring forward on Committee Stage amendments for the purpose of greater enforcement in the area of road transport, both in road freight and road passenger services.
