asked the Minister for Foreign Affairs if he will list those countries whose Governments he believes harbour or give assistance to terrorists or terrorist organisations; and if he will specify the representations made by the Government to those countries on this issue.

In reply to the Deputy's question it is possible to name only Libya as a country whose Government is clearly implicated in supporing terrorism. In their statement of the 14 April 1986 the Twelve called upon Libya to renounce their support for terrorism and to respect the rules of international law. Formal representations along these lines were subsequently made to the Libyan Government on behalf of the Twelve by the representative of the Presidency in Tripoli on 24 April.
