asked the Minister for Justice if he is aware that the draft development plans for Dublin city state that on a population ratio crime is five times higher in Dublin's inner city; and if he will make a statement on the matter.

The inner city draft review of the Dublin development plan produced by Dublin Corporation states that the crime rate per head of population in the inner city is "probably of the order of five times the county borough average". However, it goes on to make a number of comments designed to put that figure in perspective and in particular to bring out that it does not mean that people living in that area are responsible for all the crimes. Incidentally, the gardaí calculate the crime rate per head in the inner city to be approximately three times the rate for the whole of the Dublin metropolitan area. Even within the inner city there are wide variations in crime rates between various districts.

In common with connurbations in virtually all developed countries, the incidence of crime in Dublin tends to be higher where opportunity for crime is greatest in the business area and in the region of transport termini and depots.
