asked the Minister for Agriculture if he is aware of a recent submission by the Racing Board entitled Why the State should support Racing which would allow for major plan development of Irish racecourses without any burden on the Exchequer; and if he will make a statement on his attitude to that proposal.

The main proposal in the submission from the Racing Board concerns the rate of levy on off-course betting. This is a matter for the Minister for Finance in the first instance.

I am at present examining the thoroughbred industry, including racing, following the recommendations of the Killanin Commission and proposals from the Racing Board will, of course, be considered in that context.
