I understand that the person concerned first approached the local office of the National Manpower Service towards the latter end of 1986. The person stated that she was interested in participating in the enterprise allowance scheme. However, at that time, because of budgetary constraints, a quota system of recruitment onto the enterprise scheme was in operation. The person concerned was advised that the earliest date she could be accepted onto the scheme would probably be in January 1987 and that she should apply at that time. If and when an application is received, it will be considered in the normal way.
