I am putting the question now that the following arrangements shall apply to proceedings on Item No. 3:
(1) Second Stage shall be brought to a conclusion not later than 2.30 p.m. today and the Minister for Social Welfare shall be called on to conclude not later than 2.20 p.m. today;
(2) With the exception of the opening speech of the Minister for Social Welfare, who shall be confined to 35 minutes, all other speakers on Second Stage shall not exceed 30 minutes;
(3) The proceedings on the Committee and Remaining Stages shall be brought to a conclusion not later than 5 p.m. today by one question which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down by the Minister for Social Welfare.

Could I ask the Taoiseach on the Order of Business if, in the course of his visit to the United States, he raised with the United States administration the apparent failure of the United States Embassy in Moscow to inform our embassy in Moscow that a former employee of the US embassy had been allegedly involved in espionage?
This does not arise on the Order of Business.
It seems to be a matter which would be of more than passing public interest.
The Deputy will have to find another opportunity to raise that matter. It may not be raised now.
I should like to ask, if I may and I hope, Sir, that you will agree that this is a matter could properly be raised at this time, if the Taoiseach would tell the House when it is proposed to have the mini-budget which his Minister for Finance announced yesterday. It must be unprecedented that a day after the budget——
That is a joke.

It is proposed to arrange to have the revised Book of Estimates printed as quickly as possible. As soon as it is available, it will be circulated.

A Cheann Comhairle, I am asking your permission to raise on the Adjournment how the Department of the Marine plan to deal with the recent outbreaks of the disease Bonamia which is threatening our oyster industry?

I want to ask if on the Adjournment the House would be allowed to debate the issue of the hardship caused to about 20,000 families by reason of the sudden withdrawal, without notice, of the £5,000 grant?

Where is the commitment of the Taoiseach's party given to this House over four years regarding the ‘situation in agriculture seeing that young farmers' establishment aid grants——
This is entirely irrelevant.
What about the position of the 90 farmers who are attending classes in Navan today to qualify them for these grants? It is a disgrace.

A Cheann Comhairle, may I raise on the Adjournment the subject matter of my question regarding the farmers attending classes?

In view of the fact that there have been a number of general elections in the last number of years and that the work of the public accounts committee is in arrears, could I ask the Taoiseach if he will ensure that the public accounts committee, which is a statutory one, is appointed as a matter of priority and could he indicate when that is likely to be?
Yes, I accept that this statutory committee should be appointed immediately. However, there has been a suggestion worthy of examination that perhaps the public expenditure committee which we had the last time and the public accounts committee would merge into a powerful Dáil committee, something which we might look at in conjunction with the other parties.
