The special dispensation from prior inspection in respect of valid applications received by 25 February 1986 did not apply in this case. As the applicant had not, in accordance with the conditions of the house improvement scheme, furnished the tax numbers of the contractor carrying out the particular works his application had to be returned to him and was not received back in the Department until 3 June 1986. It was subsequently necessary to reject the application as contrary to a condition of the scheme work had commenced before an inspection was carried out.
