asked the Minister for Foreign Affairs when it is proposed to open an Irish embassy in Libya; whether any discussions have taken place with a view to opening a Libyan embassy in Ireland; and if he will make a statement on the matter.

The question of the exchange of residential embassies between Ireland and other countries is kept under regular review in the light of our national and international interests and the availability of the necessary financial and personnel resources. Proposals in this area are implemented in consultation with the other Governments concerned. It would be inappropriate and contrary to international practice to speculate publicly on such matters.
