asked the Minister for Finance the amount of fees outstanding and unpaid by his Department and each semi-State body, local authority or health board attached to it to architects, quantity surveyors and consulting engineers at 30 April 1987, giving a breakdown showing the length of time for which the various fees are outstanding and unpaid; and if he will make a statement on the matter.

Apart from the Office of Public Works, details of which are attached, architects, quantity surveyors or consulting engineers are not engaged by the Department of Finance or by any office under the aegis of the Minister for Finance.

The information requested in relation to the semi-State bodies under the aegis of the Minister for Finance is not available as it is connected with the day-to-day running of such bodies.

The Office of Public Works has, at present, gross fees (i.e. including VAT) outstanding in the amount of £570,414.07. The breakdown of figures below represents amounts claimed by 43 consultants.

It is the policy of the Office of Public Works to discharge claims for fees as quickly as possible in fulfilment of their obligations to consultants and to avoid carry forward of balances from year to year. In the normal course accounts are cleared within a matter of weeks. All of the figures listed below which are outstanding for more than one month are under query or are disputed and in some cases settlements will be substantially less than the amount claimed.
