I am conscious of the desirability of extending compulsory registration but as this would have the effect of increasing the workload of the Land Registry I cannot consider doing so at present because of the existing high levels of arrears and consequential long delays in the current registration work of the registry. I am keeping the situation under review and I will consider the extension of compulsory registration at the earliest possible opportunity.
