asked the Minister for Justice the number of civilian staff he intends recruiting in 1987 to replace gardaí who are at present involved in routine office and other administrative duties.

The appointment of additional civilian staff to Garda offices cannot be considered in isolation from the overall Government policy in relation to staffing in the public service. As announced in the budget, the Government have decided on measures to secure a reduction in the numbers employed right across the public service. In these circumstances, it is not proposed to have any additional recruitment of civilian clerical staff to the Garda Síochána this year. I should mention, however that 81 temporary clerical trainees were appointed to Garda offices this year for a period of 12 months to give them experience of office work and this arrangement has the effect of making additional gardaí available for operational duty.
