Written Answers. - Employment Incentive Scheme.

asked the Minister for Labour his views on whether employment incentive scheme payments will be made to a person (details supplied) in Dublin 10; and if he will make a statement on the matter.

The conditions of the employment incentive scheme require that an application to participate must be submitted and approved by the local office of the National Manpower Service before recruitment takes place. Failure to comply with this condition automatically disqualifies an employer from participation in the scheme. In the case in question, the employer made an application to participate in the scheme dated 16 April 1987 and his application was received and approved by the local office of the National Manpower Service on 22 April 1987.

Following receipt of approval to participate in the scheme and employer is required to complete and return to the local office of the National Manpower Service an eligibility certificate in respect of each worker recruited. In this instance, the eligibility certificate showed that the employer recruited the worker concerned on 13 April 1987 which was prior to the date of approval to participate in the scheme by the local National Manpower Office. (i.e. 22 April 1987).

As the employer's application in respect of this worker was in breach of the published conditions of the scheme his application to participate was rejected by the local office of the National Manpower Service.
