asked the Minister for Labour if his attention has been drawn to the fact that his Department's payments to three staff working for the Gingerbread organisation under the social employment scheme have not been made since 30 March 1987; that the lack of payment has caused considerable personal financial hardship to the staff involved and to their families; the reason for these delays; when he expects payment to be resumed; and if he will make a statement on the matter.

Applications for wage grant instalments under the social employment scheme are made at regular intervals by the sponsor.
The sponsor is, of course, responsible for paying the SES participants employed by them and the SES participants employed by the Gingerbread organisation are receiving their weekly allowances.
Queries, however, arose in relation to a claim from the organisation received in March and it was returned for clarification. There has been continuing correspondence and discussions on this claim and I expect a payment to issue shortly.
asked the Minister for Labour the present position regarding sanction of the social employment scheme on Arranmore Island, County Donegal.
My Department approved the social employment scheme project in question in January 1986. Recruitment procedures were initiated and interviews for positions under the project were held by the National Manpower Service in Ballybofey. However, before the project commenced the sponsor withdrew the proposal.
I understand that the sponsor was to submit fresh proposals on behalf of the community on Arranmore. However, the National Manpower Service of my Department have not received these proposals to date.
asked the Minister for Labour the reason for the delay in having allocations made to an association (details supplied) in County Kilkenny under the social employment scheme; and if immediate payment will be made.
The processing of the claim made by the sponsor referred to is now complete and payment will issue within the next few days.
